Certification in Development Plans and Strategies

The Certification in Development Plans and Strategies (DPS) is a leadership programme that strengthens how Development Plans are set, delivered, and safeguarded to achieve Agenda 2063 – The Africa We Want and the Sustainable Development Goals (SDGs).

Anchored in African Union Executive Council Decision EX.CL/Dec.1315(XLVII), the certification supports the operationalization of the Agenda 2063 Academy and advances Development Plans as:

• Commitments to citizens,
• Coordination tools across governance levels, and
• Delivery systems for continental, regional, national, and local priorities.

The programme equips leaders to:

• Set clear direction through aligned development strategies,
• Deliver results through practical delivery and coordination frameworks, and
• Act as custodians of value, safeguarding public resources and long-term outcomes.

Leadership Tracks

Participants enter through one of five tracks:
Political · Technical · Business · Citizens · Civil Society

Certification Tiers

Progressive tiers reflect increasing leadership responsibility:
Bronze · Silver · Gold · Platinum

Participants complete the certification with a clear development vision, a delivery-ready plan, and a stewardship commitment- ensuring Development Plans remain ambitious, deliverable, and durable.
