Certification in DRM Ecosystems

The Certification in DRM Ecosystems is a leadership programme that strengthens how Domestic Resource Mobilization (DRM) is designed, delivered, and stewarded to advance Agenda 2063 – The Africa We Want and Africa’s fiscal sovereignty.

Anchored in African Union Executive Council Decision EX.CL/Dec.1315(XLVII) and the AU DRM Strategy (2024–2033), the certification supports the shift from fragmented reforms to a union-wide DRM ecosystem—engaging governments, businesses, citizens, civil society, and regional institutions.

The programme equips leaders to:

• Set clear direction for fiscal sovereignty and national ambition,
• Deliver results through practical DRM delivery systems, and
• Act as custodians of value, safeguarding public resources across generations.

Leadership Tracks

Participants enter through one of five ecosystem tracks:
Political · Technical · Business · Citizens · Civil Society

Certification Tiers

Progressive tiers reflect increasing system responsibility:
Bronze · Silver · Gold · Platinum

Participants complete the certification with a DRM Delivery Plan, a Stewardship Compact, and the capability to apply and contribute to the DRM Score—a living learning and accountability tool that will continue to evolve as countries deepen practice, share experience, and strengthen fiscal sovereignty over time.
